Very scientific article.  Took me a couple reads.  But I have read similar articles in Salmon Steelhead journal.   The point it made was that through controlled stocking, the west coast was creating steelhead that were less likely to be active bitters when compared to wild stock.  I know there are some major pushes out west to cut stocking in hopes to let wild fish reclaim some of their original rivers.
