Late ice panfishing slowdown?

It's the first year I've fished this late in the season.  Lakes and ponds that yielded 5 or 6 limits (and culling) of pannies from from mid December to end of February have grinded to a halt.  Now I'm barely able to mark things on my vex, barely able to tease them off bottom..  If there's anything positive from 4pm onwards the bite was ok for a few hours yesterday.  Im popping holes from mid ice season depths of 18 to 28 fow and now I'm trying shallow as well to 3 fow near laydown logs but still no luck.  Is this typical?  Suggestions?  Seems like smaller lures are working better but they're dink magnets.  Thanks
